This is Banksia Serrata, a tree that is common along the east coast of mainland Australia. It is not common in Tasmania, Sisters Beach is one of the only places it grows.

Is that fruit on it? Or flowers? Is it edible?

They are seed pods. They are not edible as far as I know. From what I have read they become quite woody as they mature. Some people use them for craft projects. As they don’t grow in southern Tasmania I don’t know a lot about them but we have one in the garden so I should be able to follow the growth cycle.
